Thinking about Vanuatu citizenship? A consultation is your first step. It means hiring a government-approved agent to guide you through the country's Development Support Program (DSP). This is a citizenship by investment route. It involves a non-refundable donation, a deep background check, and a clear-eyed view of its current limits—namely, the loss of visa-free access to the EU, which is now permanent. The program is legal, rooted in the Vanuatu Citizenship Act [Cap 112]. But its travel power has been cut by EU rules: after a series of suspensions, Regulation (EU) 2025/11 made the Schengen visa requirement permanent. The permanent requirement applies from 3 February 2025.

Here, we'll break down the entire Vanuatu CBI program, from that first chat with an agent to holding the passport. We will cover the legal facts, the real costs, and the benefits that remain, so you walk into a consultation fully prepared. That initial meeting is where you decide if Vanuatu citizenship truly fits your life and your money.

What Are the Current Investment Options for Vanuatu Citizenship?

The main path to a Vanuatu passport is a straight donation. You make a non-refundable contribution to the government via its Development Support Program (DSP). This program is the primary channel for investors, having replaced older schemes. While you might hear about real estate or the Capital Investment Immigration Plan (CIIP), the DSP donation is the most common and direct method by far. (New CIIP applications have been suspended by the Citizenship Commission since March 2025; a resumption has not been confirmed.)

The Development Support Program (DSP)

The DSP is built on a single, non-refundable payment to a government fund. How much you pay depends on how many family members are on your application.

DSP Contribution Tiers:

Applicant Profile Minimum Contribution (USD)
Single Applicant $130,000
Married Couple $150,000
Family of Three (Couple + 1 Child) $165,000
Family of Four (Couple + 2 Children) $180,000

Keep in mind that these figures are just the government's minimum donation. Your total outlay will be higher once all the mandatory fees are added to the bill.

What are the additional fees?

A designated agent must give you a clear, itemised quote during your consultation. Beyond the main donation, you have to budget for several other costs:

  • Due Diligence Fee: This is a non-refundable fee of roughly $5,000 per application. You must pay this upfront just to start the background check with Vanuatu’s Financial Intelligence Unit (FIU). If you fail this check, you don't get this money back, and your application stops cold.
  • Application & Government Fees: These are simply administrative charges for processing your file. The total will shift based on how many dependents you include.
  • Passport and Certificate Fees: once you're approved, smaller fees are charged for the certificate and the passport. This covers the printing of your citizenship certificate and your new passport.
  • Agent/Consultation Fees: These are the professional fees your chosen firm charges for handling the entire process. Fees vary significantly from one agent to another.

What Does the Vanuatu Citizenship Application Process Involve?

The process can be short, but it demands perfect paperwork. You absolutely must use a government-designated agent; you cannot apply directly. If your file is clean and complete, expect something like two to four months, an estimate rather than a deadline.

Step 1: Initial Consultation and Pre-screening

It all starts when you choose a designated agent and have your initial meeting. In this phase, the agent runs a private background check to spot any red flags early. This pre-screening gives you a good idea of your chances before you spend the non-refundable due diligence fee.

Step 2: Document Submission and FIU Due Diligence

Your agent will give you a checklist of required documents. Expect to provide certified copies of passports, birth and marriage certificates, and police clearance reports from your home country and anywhere you’ve lived for over a year in the past decade. After you gather everything, the file goes to the Vanuatu Financial Intelligence Unit (FIU), which runs a deep due diligence check against global databases, verifying your identity, wealth sources, and character.

Step 3: Citizenship Commission Review and Approval

Once the FIU gives its blessing, your application moves to the Vanuatu Citizenship Commission. The Commission and the Citizenship Office review the file to make the final call. They meet regularly to screen candidates and issue approvals.

Step 4: Investment and Oath of Allegiance

With the Commission's approval, you get an "approval-in-principle" letter. This is your green light to transfer the full investment amount to the government's account. After the government confirms they have your money, you must take an Oath of Allegiance. Uniquely, Vanuatu lets you do this over a secure video call—a huge convenience.

Step 5: Passport Issuance

After the oath, you pay the last fulfilment and passport fees. The government then prints your citizenship certificate and your new Vanuatu passport. Your agent typically delivers the documents to you. Knowing the nuances of the citizenship by investment process is vital for a problem-free journey.

Why is Vanuatu's Visa-Free Access to the EU Suspended?

The elephant in the room for any Vanuatu citizenship consultation is the suspended visa-free travel. The European Union hit pause on its visa-waiver deal with Vanuatu, a move that drastically lowers the passport's value for global travel.

The EU's core complaint? That investor-citizenship programs like Vanuatu's let people "circumvent the EU short-stay visa procedure and its security and migration-risk assessment." Brussels worried that the due diligence wasn't strong enough, posing a security risk to its Member States.

The legal tool for the suspension is Article 8 of Regulation (EU) 2018/1806. This article gives the EU the power to temporarily revoke visa exemptions for non-EU countries.

Timeline of the Suspension:

  • May 2022: A partial suspension began with Commission Implementing Regulation (EU) 2022/693. It only affected passports issued after 25 May 2015.
  • February 2023: Things escalated. The suspension was widened to all Vanuatu nationals for 18 months under Commission Delegated Regulation (EU) 2023/222.
  • August 2024: Citing a lack of progress from Vanuatu, the EU extended the full suspension until 3 February 2025 through Commission Delegated Regulation (EU) 2024/2059, after which Regulation (EU) 2025/11 made the visa requirement permanent.

This all means one simple thing: anyone with a Vanuatu passport now needs a visa to enter the Schengen Area. The United Kingdom followed suit, suspending its own visa-waiver arrangement on 19 July 2023 over similar security concerns with the CBI program.

What Are the Key Benefits of Vanuatu Citizenship (Beyond EU Travel)?

Even with the major EU and UK travel drawbacks, a Vanuatu passport still holds several key advantages that could match an investor's goals.

  • Speed: Vanuatu's program is comparatively quick. If all goes well, the time from submitting your application to getting your passport is typically two to four months, never guaranteed. For those needing a fast solution, this matters.
  • A Favourable Tax Environment: Vanuatu levies no personal income tax, wealth tax, inheritance tax, or capital gains tax. This makes it a powerful tool for personal tax planning, though having a passport does not automatically make you a tax resident.
  • Global Mobility: visa-free access to the EU and UK is gone, but the passport still grants visa-free or visa-on-arrival entry to around 88 countries. This includes useful destinations like Russia, Hong Kong, and Singapore.
  • The whole family can be included: The program is designed for families, allowing a main applicant to add their spouse, dependent children, and even dependent parents to a single application.
  • Largely Remote Processing: Most of the application can be handled from anywhere, though you appear in person for the biometrics and the oath with a Commissioner for Oaths. A good fit for busy investors who can't take weeks off to travel.

How Do I Choose the Right Consultant for My Application?

This is the single most important decision you'll make. Your agent's skill and honesty are everything, since you can't apply on your own.

  • Verify Government Authorisation: First, confirm the firm is an officially designated agent licensed by the Vanuatu government. The Citizenship Commission publishes a list of them. If a firm isn't on that list, walk away. Immediately.
  • Look for experience and a solid track record: Ask about the firm's history with the Vanuatu program specifically. What are their approval rates? How do they handle difficult cases, like complex source-of-funds documentation?
  • Demand transparency on fees and process: A good consultant provides a detailed, itemised cost breakdown from day one. It must clearly list their own fees, the government donation, and all other charges. No surprises. No vague numbers.
  • Test their legal and geopolitical knowledge: Your consultant must speak frankly about the EU and UK visa suspensions. They should be able to explain the real-world implications, not just sell you on outdated benefits. They must be as clear about the passport's limitations as they are about its advantages.
